This entity, the Iron Council, moves perpetually through the desert, gathering track behind it and laying it in any direction its citizens decide, all while avoiding the anxious New Crobuzon militia.

In Their Own Story

Cutter, Judah's friend and lover, leads disciples to warn of an impending militia attack. After living with the Council, Cutter returns to New Crobuzon with Judah to inspire revolt as the train decides to confront the militia on its own turf. Meanwhile, Ori joins Toro's militant gang to assassinate the mayor for personal reasons, only to learn that his guide, Spiral Jacobs, is a Tesh sorcerer introducing a destructive force. The Collective uprising fails, and Ori unites with Cutter and Judah to stop Jacobs. In the final confrontation, Qurabin takes Jacobs into the domain of Tekke Vogu, but Ori is killed. To save the Council from destruction after the Collective's collapse, Judah conjures a time-golem to freeze the train in time. Ann-Hari murders Judah for thwarting the attack. The novel ends with the frozen Iron Council poised as a monument on the verge of attacking New Crobuzon.
